5/21/12 Commissioners Special Session to Set Hearings Minutes:
The Board of Bear Lake County Commissioners
met in a special session on May 21, 2012, beginning at 9:00 A.M.
in the Clerk's Office at the County Courthouse in Paris, Idaho.
Members present were Montain D. Kunz, DeMar Romrell and Kerry
Haddock, Clerk of the Board. Vaughn N. Rasmussen, Chairman, attended
the meeting via telephone.
Conrad Michaelson and Bill Stock also attended the meeting.
PUBLIC HEARINGS SET
Commissioner Romrell made a motion seconded by Commissioner Kunz
to hold two public hearings in Paris and Montpelier on June 26,
2012 and June 27, 2012 for the purpose of updating and adopting
a map of the Bear Lake County Highway System. Motion carried.
Meeting adjourned.

5/17/12 Board of Convassers Meeting Miuntes:
The Board of Bear Lake County Commissioners
met in a special session on May 17, 2012, beginning at 9:00 A.M.
in the Clerk's office at the County Courthouse in Paris, Idaho.
Members present were Vaughn N. Rasmussen, Chairman, Montain
D. Kunz, DeMar Romrell and Kerry Haddock, Clerk of the Board.
Roger Jones, Attorney, also attended the meeting.
BOARD OF CONVASSERS
The Commissioners met as a Board of Canvassers to canvas the Primary
election returns of all Precincts in the County. Commissioner
Romrell made a motion seconded by Commissioner Kunz to approve
the Abstract of votes in the May 15, 2012 primary election as
presented by the Clerk. Motion carried.
Meeting adjourned.
5/15/12 Primary Election Result Public Notice:

5/14/12 Commissioners Meeting Minutes:
The Board of Bear Lake County Commissioners
met in regular session on Monday, May 14, 2012 beginning at 9:00
A.M. in the School District #33 Board Room in Paris, Idaho. Members
present were Vaughn N. Rasmussen, Chairman, Montain D. Kunz, DeMar
Romrell and Kerry Haddock, Clerk of the Board.
Brent Bunn, Sheriff, Roger Jones, Prosecutor, Lynn Lewis, Assessor,
Tricia Poulsen, Treasurer, Alan Eborn, Eulalie Langford, Jarod
Eborn, Brent Mortensen and Bill Stock also attended the meeting.
AGENDA APPROVED
Commissioner Kunz made a motion seconded by Commissioner Romrell
to approve the agenda. Motion carried.
ELECTED OFFICIALS
Sheriff Bunn presented his monthly report. He reported that Chief
Deputy Craig Bunn was retiring at the end of May. The Sheriff
requested approval to give Deputy Bunn his duty weapon and badge
upon retirement. Commissioner Romrell made a motion seconded
by Commissioner Kunz to award the weapon and badge to Deputy Bunn.
Motion carried. There will be an open house on June 5th to honor
Deputy Bunn. Sheriff Bunn informed the Commissioners that he
had been awarded a grant to purchase a new fingerprint system
and scanner. He also presented a proposal to install security
cameras in the Courthouse, which would be partially funded by
a Homeland Security grant and was also working on a bid to install
bullet proof windows and wall panels in the Sheriff's Office.
Clerk Haddock reported on the primary election held on May 15th.
COMMITTEE ASSIGNMENTS
Commissioner Romrell reported that the County Fair would be held
the week of August 6th. The Fair Board would like to pave in
front of the exhibit buildings to accommodate wheel chairs. He
also reported on an Airport Board meeting. Commissioner Rasmussen
reported that there would be very slight increases in the Health
Department cost and the Gem Plan insurance rates.
TIMBERLINE ROAD
Brent Martinsen asked for an update on the status of Timberline
Road. The Commissioners agreed to address this Road in public
hearings which, will be scheduled soon concerning updating the
County road system. They will probably keep the road as currently
defined.
INTEROPERABLE COMMUNICATIONS
Alan Eborn reported that the 700 megahertz system should be operable
in about 30 days. We will need to add radios to all Road and
Bridge trucks eventually. We may need to move some equipment
from M-hill to Hell Hole. Most of the money will come from grants.
RECESS FOR PUBLIC HEARING
Commissioner Romrell made a motion seconded by Commissioner Kunz
to recess the regular session. Motion carried.
TAX DEED HEARING
Commissioner Kunz made a motion seconded by Commissioner Romrell
to convene in a public hearing concerning property, which may
be tax deeded to the County for unpaid taxes. Motion carried.
Treasurer Tricia Poulsen presented 4 properties, which will be
tax deeded on June 1st if taxes are not paid. No one appeared
to testify regarding the properties. Commissioner Kunz made a
motion seconded by Commissioner Romrell to close the public hearing
and return to the regular session. Motion carried.
HAY BIDS
Bids were opened for the hay grown on a small parcel of County
owned land by the Wardboro gravel pit. Bids received:

Blake Wells $176.00
Commissioner Romrell made a motion seconded by Commissioner Kunz
to accept the high bid of $200.00. Motion carried.
MINUTES APPROVED
Commissioner Kunz made a motion seconded by Commissioner Romrell
to approve the minutes of the April 9, 2012 regular meeting.
Motion carried.
BILLS APPROVED
Commissioner Romrell made a motion seconded by Commissioner Kunz
to approve the April bills. Motion carried.

HEALTH DEPARTMENT QUARTERLY REPORT
Jesse Anglesey, Leslie Talbot and Tiffany Preston presented the
quarterly report of the Southeastern Idaho Public Health Department.
Mr. Anglesey reported some jurisdictional changes. He will no
longer inspect Franklin County, but will add South Bannock County.
Activities for the quarter included 196 immunization clients,
106 family planning clients and 537 WIC clients. The department
requested some needed upgrades that need to be made to the building
they lease from the County. The Commissioners asked Wayne Davidson
to look at the building and prepare a scope of work.
BUILDING PERMIT ISSUES
Wayne Davidson presented an agreement between the County and the
City of St Charles to provide building inspections. Commissioner
Romrell made a motion seconded by Commissioner Kunz to approve
and sign the agreement. Motion carried. Mr. Davidson asked the
Commissioners for permission to publish some ads in the newspaper
with examples of various County code violations to attempt to
educate the public before starting to enforce the codes. The
Commissioners approved the request.
CLEANUP RESOLUTION
The Commissioners discussed passing a resolution supporting Bear
Lake Memorial Hospital in their cleanup effort in June.
FENCE IN COUNTY RIGHT OF WAY
Brandon Wells discussed a fence that was in the County right of
way in Liberty. It was noted that the platted right of ways in
Liberty are very wide. The Commissioners will ask Planning and
Zoning to look at vacating a part of some of the right of ways.
PLANNING AND ZONING MEMBER
Commissioner Romrell made a motion seconded by Commissioner Kunz
to appoint Albert Johnson to the Planning and Zoning Board. Motion
carried.
HEALTH DEPARTMENT BUDGET
Maggie Mann and Kim Gaskill from the Southeastern Public Health
Department presented their budget proposal for the 2013 fiscal
year. The total County funding request was up 3%. Due to changes
in population and values Bear Lake requested funding was only
up .23% or $120 to $52,196.
EXTENSION OFFICE UPDATE
Sharlene Woffinden, Cindy Teuscher and Steve Harrison presented
an update on the extension office activity. Mr. Harrison is from
the Soda Springs office and will be spending some time in the
Bear Lake Office. The condition of two vehicles assigned to the
Extension office was discussed. They will get estimates on fixing
the older vehicle.
BEAR RIVER WATERSHED CONSERVATION AREA
Annette deKnijf presented information on the proposed Bear River
Watershed Conservation Area for the purpose of protecting wildlife
habitat. The goal would be to have private land owners form conservation
easements for habitat protection. There will be a series of public
meetings scheduled in the future to inform the public. The U.S.
Fish and Wildlife Service would to get a letter of support from
the County in support of the project.
AIRPORT AGREEMENT
Commissioner Romrell made a motion seconded by Commissioner Kunz
to approve and sign an agreement with T-O Engineers to do engineering
work on a new taxiway at the airport. Motion carried. The project
is being funded 90% by an FAA grant and 3.5 % by a State grant.
EXECUTIVE SESSION
Commissioner Kunz made a motion seconded by Commissioner Romrell
to convene in executive session per Idaho Code 67-2345(d and f)
to discuss indigent cases and a legal matter. All Commissioners
voted yes in a roll call vote.
Following the executive session Commissioner Romrell made a motion seconded by Commissioner Kunz to act on indigent cases as follows:
MEDICAL ASSISTANCE CLAIMS
#2012-07 - Denied - not medically indigent, not the last resource
- Medicaid coverage for January.
#2012-09 - Approved - medically indigent, medically necessary,
obligated county, emergency, last resource.
#2012-12 - Denied - not medically indigent, application incomplete,
applicant didn't cooperate.
LANDFILL ISSUES
Bruce Olenick met with the Commissioners to discuss landfill issues.
He urged the Commissioners to keep on top of planning at the
landfill. He noted that the possibility of a regional landfill
in Caribou County at the site of an old Simplot tailings pond
was highly unlikely as the site had been classified as a superfund
site. He suggested we get engineering help with closing our old
dump site and moving to a new dump location.
COURTHOUSE CONCERNS
Cloree Jensen met with the Commissioners regarding the status
of the Courthouse. She would like to see the Courthouse restored
to its original historic condition. She suggested that there
might be funds available from the State Historical Society.
SITE IMPROVEMENT TAX EXEMPTION
Lynn Lewis presented an application for site improvement tax exemption
for a subdivision under a new law passed by this year's legislature.
The Commissioners decided to deny the application at this time.
ROAD AND BRIDGE
Greg Skinner presented his monthly Road and Bridge report. He
requested and was granted permission to hire part-time summer
help. He noted that the water truck had done some work at the
fairgrounds. He reported work on the lower Bern Road and gravel
crushing activity.
