4/20/10 NOTICE OF PUBLIC HEARING:
Notice is hereby given that the Board of Bear Lake County Commissioners will hold a public hearing beginning at 7:00 P.M. on April 20, 2010 in the School District #33 Board Room in Paris, Idaho regarding the vacating of that portion of 7th South, Wardboro, Idaho which crosses the Union Pacific Railroad right of way at Mile Post 110.56. The purpose of the vacation would be to close the railroad crossing commonly known as the Keetch Crossing, DOT #807243K. Written comments will be accepted until 1:00 P.M., April 20, 2010 in the County Clerk's Office in Paris, Idaho.

4/12/10 SPECIAL PUBLIC MEETING NOTICE:
CALL FOR BIDS FOR HAY GROWN AT THE AIRPORT
Pursuant to Idaho code 31-808, NOTICE IS HEREBY GIVEN by the Board of County Commissioners, Bear Lake County, Idaho, that sealed bids will be accepted until 10:00 A.M., April 12, 2010, for hay grown on county property outside of the Airport Proper.
Bids must be in writing in a sealed envelope and plainly marked:
"HAY BIDS - NORTH OF THE AIRPORT"
"HAY BIDS - SOUTH OF THE AIRPORT"
A bond deposit of five (5%) percent must be received with the bid.
Full payment must be made within 30 days from the date the bid is awarded.
The Board of County Commissioners reserve the right to accept or reject any or all bids as may be deemed to be in the best interest of the County.

4/12/10 Commissioners Meeting Minutes:
The Board of Bear Lake County Commissioners met in regular session on Monday, April 12, 2010, beginning at 9:00 A.M. in the School District #33 Board Room in Paris, Idaho. Members present were Vaughn N. Rasmussen, Chairman, Montain D. Kunz, DeMar Romrell and Kerry Haddock, Clerk of the Board.
EXECUTIVE SESSION
Commissioner Romrell made a motion seconded by Commissioner Kunz
to convene in an executive session per Idaho Code 67-2345(d) to
discuss medical indigent claims. All Commissioners voted yes
in a roll call vote.
Following the executive session Commissioner Romrell made a motion seconded by Commissioner Kunz to act on medical indigent claims as follows:

Brent Bunn, Sheriff, Lynn Lewis, Assessor, Rosa Moosman, Editor of the News-Examiner, Bill Stock, Tim Marks and Gradyn Stayley joined the meeting in progress.
ELECTED OFFICIALS
Sheriff Bunn presented his monthly report. Average jail population
for the month was 9.4 prisoners per day. There were several felons
who could not bond out. He was looking at a reverse 911 system
that was in use in Bannock County. Assessor Lewis reported that
Pictometry people would fly the County in early June. Clerk Haddock
reported on the upcoming primary election. Absentee ballots will
be available this week.
COMMITTEE REPORTS
Commissioner Romrell reported that there could be State money
available for grasshopper control. Commissioner Kunz reported
on the valley wide planning meeting that the Commissioners had
attended. Bear Lake County will host the District Health annual
budget hearing on May 27th. Commissioner Rasmussen reported that
the Bear Lake Regional Commission was looking at the budget and
was unsure of future funding.
GEM PLAN
Gradyn Stayley and Tim Marks reported on the County's health insurance
program. The program is in good financial condition, but there
is a lot of uncertainty regarding the effect of the national health
care legislation. Costs for the upcoming budget year were not
yet available.
AIRPORT HAY BIDS
Hay bids for the County Airport land were opened. Bids received
were:
North - Fred Nate $1,425 Hulme Ranch
$1,613
South - Fred Nate $3,075 Hulme Ranch $2,875
Commissioner Romrell made a motion seconded by Commissioner Kunz to accept the high bids on each of the properties. Motion carried.
SENIOR CITIZENS
Griff Lloyd discussed funding for the Senior Citizen's Center.
The amount of State funding was not known at this time. He encouraged
the Commissioners to be generous in supporting the Center. He
also asked about the status of a jail.
DINGLE CULVERT
Evan Skinner and Robert Ward again talked to the Commissioners
regarding a culvert in Dingle to help drainage in a County right
of way. Mr. Skinner will get a firm cost estimate before a decision
will be made.
AIRPORT GROUND LEASE
The Commissioners discussed land at the Airport that had been
in a long term lease for maintenance and CRP administration.
The lease and the CRP contract had recently expired. It was decided
to advertise for proposals to manage the land.
ZONING ISSUE
Ed Kunz and Mike Derricott met with the Commissioners regarding
individuals living where no winter road maintenance is provided
creating an unsafe situation. They also were concerned with a
situation where individuals were damaging adjacent property while
trying to keep a road open on a narrow right of way. The Commissioners
noted that the owners should be required to follow building codes
and Health Department regulations in order to live on the property.
The Commissioners asked Planning and Zoning to look at the issue.
The Commissioners will discuss this with other Counties at there
next 4 County meeting.
ALLRED CENTER UPDATE
Sharlene Woffinden and Wayne Davidson presented an update on the
progress of the Allred Center remodel. Ms. Woffinden presented
various sign options for the Commissioners to consider. There
was also discussion of the origin of the name for the building.
The Commissioners will check the history of the building prior
to considering a name change. Mr. Davidson noted that remodeling
costs were higher than anticipated mostly due to poor ducting
and insulation. He also reported on alternatives to upgrade the
County Courthouse. There will be an open house for the public
to see the remodeled Allred Center on April 30, 2010.
PUBLIC COMMENTS
Richard Armatage complemented the Road and Bridge staff for the
snow removal they did at Bear Lake West this winter. He also
asked about the best way to open a dialogue with the Commissioners
regarding Bear Lake West Road issues. Bill Stock asked about
ATV issues and enforcement of existing regulations.

Commissioner Kunz made a motion seconded by Commissioner Romrell
to convene in executive session per Idaho Code 67-2345(d, f) to
discuss personal and legal issues. All Commissioners voted yes
in a roll call vote. Executive session adjourned and the regular
meeting reconvened.
SNOWMOBILE PARKING LOTS
Reed Hansen and George Cook, Snowmobile Association, Alan Eborn,
County Snowmobile Director, Dennis Deuhren, Forest Service and
Greg Skinner, Road Supervisor all met with the Commissioners to
discuss snowmobile parking lots in the County. It was noted that
the Montpelier Reservoir lot will be expanded this summer with
Federal stimulus money. North Canyon will be moved further off
the road. There was a discussion on the need for a lot in Fish
Haven Canyon. There is some BLM land which may be available.
LANDFILL FEES
Doug Taylor questioned the on site dumping fees at the land fill.
He specifically wanted to know if the requirement to dump concrete
at the landfill was being uniformly enforced. He pointed out
some instances of concrete being dumped in gravel pits and other
places. The Commissioners agreed to review the ordinance and
consider his request to not charge for the concrete portion of
the Butch Cassidy and Budget Motel demolition.
ROAD AND BRIDGE
Greg Skinner presented his monthly report. Snow plowing was light.
Worked on cattle guards, crusher and at crusher site.
MINUTES APPROVED
Commissioner Kunz made a motion seconded by Commissioner Romrell
to approve minutes of March 8, 2010 regular meeting and March
9, 2010 and March 22, 2010 special meetings. Motion carried.
BILLS APPROVED
Commissioner Kunz made a motion seconded by Commissioner Rasmussen
to approve the current bills. Commissioner Kunz voted yes. Commissioner
Rasmussen abstained from voting on bills from the company he works
for and to approve the rest. Commissioner Romrell abstained from
voting on bills from his company and to approve the rest. Motion
carried.

POLLING PLACES APPROVED
Clerk Haddock presented a list of polling places for the upcoming
Primary Election. New polling places from the last election are
the Allred Center for Montpelier #1 and the old seminary building
for the Paris precinct. Commissioner Romrell made a motion seconded
by Commissioner Kunz to approve the polling places as presented
for the Primary Election. Motion Carried.
